China has denied it is involved in cybercrime and revealed it has also been targeted by internet attackers.
A recent report claimed that China was the source of four out of five attacks on governments in 2007. The study by McAfee received input from Nato, the FBI and intelligence sources, the Associated Press has reported.
Foreign Ministry spokesman, Liu Jianchao, countered the report's claims but did not say from which countries the attacks had come.
"China has also been attacked by hackers of some countries, so the Chinese government attaches great importance to and participates in the international law enforcement cooperation in this area," he said.
The report said the most serious attacks were on a Pentagon computer network and on government agencies across the world.
Jeff Green, McAfee senior vice president, said over the coming five years governments will have to take action against a threat that is a global issue.
